Step inside...friend has a problem on his 4th gen.

Hey guys, a friend of mine is having an issue with his 95 5spd. Here's what happens:
In 1st gear, the engine won't rev past 5000rpm.
In 2nd-5th gear, the engine won't rev past 4000rpm.

The first thing that came to mind was the MAF. He replaced that and the problem still persists. He also, just recently changed the fuel filter.

If you guys have any ideas as to what this problem could be, please let me know. Thanks.

i dont get how it could be MAF, but then agian im a noob.

maybe the TPS ?

so the engine just stops producing power or does it feel like it hits a wall? with manual i would look at tps and throttle body area for blockage of butterfly plate.

It is that exact RPM, does it have any correlation to speed?

Have you hooked up an OBD-II scanner to see what's happening? Any codes?

Well the fact that the car wasn't reving past 3500-4000rpm was a MAF alarm to me. The TPS is exactly what I was thinking next.

I really haven't driven the car so I don't know. All I know is what he told me. The car doesn't rev past those points and feels like it doesn't make any power at all. I'm thinking TPS as well.

It has no correlation to speed, it's that exact RPM. This leads me to think that it has something to do with a sensor since the numbers are almost exact.

He said he has an EVAP and rear 02 codes.

Strange complaint. A little while ago I had a similar problem. I had taken the car in to have the starter rebuilt. When I got it back it was rev-limited. It turned out to be a retaining clamp on the inlet pipe interfering with part of the throttle butterfly mechanism.
