Fuel pressure regulator
I have recently gone through my wife's 98 Maxima from top to bottom front to back (engine, suspension, drive-train, and body) all in my driveway with the help of my 10 year-old son, no professional mechanics touched any piece of this car . I tried to start the car today and it turns over but there was no fire. I began troubleshooting by removing one of the injectors and it was dry, I verified the pump was working and then started to see where I did and didn't have fuel. I had fuel leaving the tank and at the outlet of the filter and the inlet of the regulator, but not at the outlet of the regulator. I removed and tried to blow through it but would not let anything through, I connected the vacuum port to my vacuum pump and tried to blow though abut still noting.
I need to verify that the regulator should be open at all times and as the engine RPM increases there is more vacuum and therefore the regulator diaphragm has more vacuum applied and lets more fuel flow to the fuel rail.
Hopefully there is someone who can verify this because the factory service manual doesn't cover troubleshooting the regulator.

Take a look at the following fuel flow post #5. The regulator controls fuel flow back to the fuel tank and fuel rail pressure. Can you run a fuel pressure test between the fuel filter outlet and the place where the fuel line from it connects to the rail?
