VE - odd "Shop-Vac" type sound...

VE - odd "Shop-Vac" type sound...
At idle, the engine makes a humming sound similar to one of those big shop vac's...more like a "dying shop-vac". Its not too loud but it is noticeable from even the inside. I dont hear it once i rev up, only at idle (in every gear PRND21). Ive poked around the engine bay and it appears the noise is coming from near the passenger side strut tower near the A/C line. (One of the belts maybe?)
A possible suggestion ive heard from a friend of mine who is quite mechanically inclined, is to check the air filter/air box for water/dampness since this noise started after i got home on a rainy night. I checked and it all was bone dry.
