what's going on

I have a 90 SE and when I turn on my fogs only one works and then the fuse blows shortly after that. I finally get them on and one works i get the other to work and it blows the fuse again. So my question is where do i look to solve this problem or should i just bypass the whole system and istall my own wireing?
