RPM's acting up

I have a 94 SE with about 200k and when I am floating at 70 - 80 MPH the RPM gauge is fine but when I let go of the gas the RPMs drop to 1000 instanly and when I hit the gas the engine wont kick in till the RPMs are up to speed with the engine. I hope I am expailning this right
