Try a mild polish first. If that doesn't work, go to something stronger. You can use Meguires stuff, but even turtlewax brand of polish should work. Try it in an inconspicuous area first. Be careful as you can easily cut through the clearcoat and paint if you are too aggressive - especially if you are using a power buffer.

Maybe try a deatail shop too. Those guys aer incredible at getting some stuff out that you thought was going to be stuck forever.

i used to do a lot of detailing and water spots and acid rain and the such is the worst to work with. youll prob be able to get it to where its not nearly as noticeable, but i doubt youll be able to get them out completely. i know theres sutff for the class to get waterspots out but from what i recall i dont think theres anything thats really effective on the paint. your options may be to either live with it or spend some cash on a repaint.

3M fine cut cleaner should do the job. Make sure you follow up with a polish and wax.

how much would buffing cost?

I'm not sure, but my uncle's shop charges about $100 for a full detail, including a buff. Check out a detail shop and see what they say;)
