Heating and AC won't work at the lowest position.
 

Hi guys,
The heating and AC on my 95 GXE Max. won't work for the lowest position on the dialer. Here is the clearly explanation, on the dialer for the fan speed we have 4 positions or so (Low, medium Low, Midium High, and High). Neither the AC nor Heating works when the fan speed is turned to Low position, it works fine for other positions.

How do I fix this? Winter is coming and sometimes we don't need too much heat (Low position is good enough).
