1995 Maxima GXE Question - Blue Screw

Hi gang...wanting to explore my engine a bit more and wanted to know what you all thought of this. As I was exploring my engine for issues, I came across a blue colored screw. can anyone explain what that is and why some car books do not?

oh the blue screw. yeah you dont want to mess with the blue screw, controls how much horsepower your motor puts out. BE CAREFUL!
