Steering Rack Upgrade

I have searched up and down and can't for the life of me find Kevlo's thread. He mentioned something about a '99 steering rack being an upgrade over the '95-'98 unit, and since I may need to replace mine thanks to an accident I'd like the option to specify that one to the body shop if need be. Anyone know of it?
