Are 99 EGR's diff than 95-98?

Yes, they are different. 99s use a stepper motor to control EGR flow.

whats does that mean in terms of...remove-ability? Whats a stepper motor?

edit: I have 99 Fed-spec btw.

Instead of using vacuum and a diaphragm to control flow, it's electronically controlled via a stepper motor which is just a motor that has the ability to move in small increments (steps) which offers much more precise EGR flow.

It can be removed but you will have an EGR code and your car will go into fail safe mode. I have experienced this and it's in the 99 FSM, and you will not be able to rev past 3000 rpm.

If you want to remove the EGR system, just have the section with the motor zip tied somewhere in the engine bay and connect the harness and you wont have any problems.

Indeed, that's the best way.

Think of it sort of like the main IACV motor, adjusts in and out to regulate flow.
