We will need much more information before we can help
you.

What does "sounds like it's winding" mean?

Does the engine turn?

Does only the starter turn?

What was going on with the car which made you decide to replace both of them.

Your car is a 99. They can have problems to to the anti-theft immoblizer.

Which red lights stay on while you turn the key?

What kind of work has the car had done to it recently?

Did this occur suddenly , or gradually?

First thing first, is the red security light on and remains solidly on while trying to start the car? If so, NATS has gotten you!

^ Yep. Unfortunately on a 99 model, this light usually means you start making arrangements to get the car towed to the dealer for a NATS and key reprogramming.

This little light cost me $250 + $60 for a tow.

You have to give us more information than this. Otherwise you're going to get a buttload of possible causes that will lead you on a wild goose chase.

Also, search the forum. Or go to google and type in "99 maxima (insert symptoms here) site:maxima.org".
