Do these DDEs have the cold weather ballasts? And are they still available?

how to tell if they are the cold weather ballasts? i have the ballasts sitting in front of me, what do i look for?

I think if the ballasts are plastic instead of the original metal? Not sure so someone correct me if I'm wrong.

if they are plastic, then yes they are the cold weather weather ballasts.
