What does it take to polish rims (a'la 20th AE rims and TE rims)

Well, just as the subject states. What do I need to polish the rims so that they look like the AE or TE rims?

TE is not polished...
It is a hyper silver colored paint. Discount Tire will trade you rims for $400.00
