Can't take off front license plate holder...

I was trying to take off the front license plate holder but the screws are doing the never end turn, they keep turning but are obviously not coming out. What material is the grommet and nut that is behind the bumper? Is there a way that I can take the holder off without pulling off the bumper? I have to take the holder off because now the screws are half way out so the holder is loose and it rattles against the bumper. Any help would be great. Thanks.

yeah jack the car up and and remove the water guard so you can have access to the back of the bumper which should make life easier for you to remove the holder.

Wonder why I didn't think about that. Didn't even seem like there is even room back there. I'll have to check that out. Thanks.

Finally got time to look back there and I don't think that will even work. Behind the license plate holder is the steel bumper beam, no access to the nuts/grommet of the back of the license plate holder. Looks like the whole bumper cover has to come off just so I can take the thing off. Next question how easy is it to take the bumper cover off?
