Starter won't engage, engine won't start

I have a 2002 maxima motor/trans/wiring harness in my 02 Sentra. I have an issue where my starter isn't engaging when i turn the car key. The ECU has NATS disabled by Nisformance.

I have tried with the ignition switch and key from the Sentra harness/motor and the Maxima ignition switch.

If I jump the starter, the starter does turn on but it doesn't engage the flywheel. The plunger isn't working. I think this is a separate issue. If I jump the starter poles should it engage the flywheel(starter wheel gets pushed into the flywheel)?

For the motor side, I cannot get 12v on the starter signal wire. I checked the fuse, relay, etc. I tried jumping the neutral safety switch to see if it would help but didn't. Is there specific other conditions that would cause the ECU not to send 12v to the starter signal wire?

have you tried diagnosing the starter with it removed?

It ended up being the clutch switch. I didn't have a clutch in. I just bypassed the switch for testing. Everything worked. Motor started.
