2005 Max - There is a bubble in my tires (RSA's)

I know RSA's have had some issues and dealers have been replacing them in some instances.

My car is 2.5 years old with about 23k miles. The front tire has a bubble (about 1.5" dia. on the sidewall) in it and I'm just wondering if this is a common problem and if there is any hope in having the dealer give me some new tires.
