Why won't my pads sweep the entire rotor?
 
I installed my stillen big brake kit last week ... after a test run .. we both noted that the pads must be sweeping nicely across the entire rotor b/c all the surface crap had been wiped clean.

Couple days later .. I wash the car ... obviously there is some oxidation on the rotor and surface rust appears ... I drive away. When I get out .. I notice that the pad must only be sweeping the outer part of the rotor b/c the inner half of the rotor is still covered in the surface rust.

What could be the problem?

Don't worry about it. It will take a little while until the pads wear down. They sit angled in just a hair. I noticed it with my new ebc's last fall. It took a good week or so before they swept the entire rotor.

But my pads are used and they started ok ...

I dunno. Honestly, I'd still let them wear. How "used" are these pads? If you leave them alone, sooner or later they will start to make contact. As the upper part wears the lower WILL get closer. Who knows, maybe the shims are keeping them a tad angled. At any rate, i'd just let it go for a while.

The pads need to bed into the rotor. It doesn't matter if they are used or not. They need to come to terms with the new rotors. It can take a few hundred miles depending on driving conditions for them to fully seat properly.
