How to get to the Gauges?

I'm trying to install chrome gauge rings on my 4th gen max. How exactly do you get to the gauges? I removed the knee bolster, and the steering column covers. The manual says then to take out the screws at the top on the instrument cluster out and pull the bezel at the bottom to release the clips. I have the screws out, but I still can get the instrument cluster out. What exactly does it mean pulling at the bottom to realse the clips? I don't have to take the whole dash apart do I?
