Would a Voltemeter be a diagnostic tool?

Sorry, just wondering what kind of things can be included.. or maybe since i don't use any of those electronic things I just don't know

I remember when i had my 3rd gen, i went to a diagnostic center and they had a little hand held computer thingy that plugged somewhere under the dashboard and it read everything.. have no idea what it is though

Someone brought up www.softwareforcars.com not too long ago, though they don't sell any specific nissan packages. They do sell generic ODB-II tools/utilites though.
