What would be the best way to shine up the stock muffler?

I was able to easily make the tip of the muffler look shiny by scrubbing off a little of the crud, but is there anyway to do that to the rest of the muffler body? I can't afford a new exhaust system yet, but I thik if I polish up the one I have now, it'd give the car a little "younger" look. Was the muffler ever shiny? There is a chip in the layers of crud that is bright and shiny, but I don't know if it's just a little bit of anb illusion.
Is a scotch pad and some soapy water the best way?

I notice that my muffler is also chipping and it's silver underneath. Kinda scared to strip it all off if it was
ment to be black.
