What's the best way to increase HP in a 99 SE

New to the site and my first question is about SPEED. I see all kinds of intake mods and chips online that can "increase HP by 20-30%" or "can add 20-30 HP" etc. What is the most effective (and not too expensive) way to increase my HP from the standard 190 to about 220-250 range??

I second that.

Y-pipe and intake will give you a nice boost of about 14-18HP
Exhaust will give you another 10HP.

To get 220-250hp, you will need these mods...

Y-pipe ($160-$300)
B-pipe ($100-$200)
Intake ($50-$200)
Mevi ($500-$650)
Underdrive Pulleys ($90-$120ish?!)
High flow muffler ($40-$100)

y pipe & intake. Don't bother with wasting money on stillen. Go with warpspeed or budget on the pipes. I have frankencar intake, and it's awesome. No exhaust as of yet. My muffler needs replaced, but I don't wanna go aftermarket
