Help, my gxe auto wont shift past 2nd!

Ok, hopefully this somewhat makes sense. At first all the gears worked but it would slip and rev about 1000 rpms before shifing, also sometimes the shifter would get stuck in drive. It was like this for about a week. The fluid level was good, it didnt look burnt, no metal residue or anything but I changed it anyway (it didnt help any). A couple days later I was driving down the highway and all of the sudden 3rd and 4th just stopped working completly. First and second gear work fine if I shift it manually but If I put it in drive and acelerate hard 1st shifts fine and 2nd will slip at around 4500 rpms. I took it to the dealership and they just said I need and new transmission but I refuse to believe that (with good reason, I have proved them wrong twice before.) Any advice would be much appriciated. Ive looked all over the web and I cant find anything.

O yeah. I am also pulling up the code 116 on my ecu. In my chilton book is suggests a malfunction of the TCC solenoid... Is this something I should look into?

Since the Torque Convertor Clutch lockup solenoid is a transmission error code, I would say that there is a pretty good chance you already know what the problem is. Like you, I would be suspicious of the dealerships claim you need a new tranny. Replace the TCC solenoid first.
