a) What have you used so far?
b) Have you tried Overspray Clay or mineral spirits?

I had the same problem with my Max. I had the body shop work on it. They didn't do a satisfactory job, so I decided to try it myself. I used clay magic clay bar with lots of water for lubrication and lots of patience. Spent about a half hour on each wheel. I had success. I haven't tried mineral spirits. My wheels are 5 spokes and chrome (pretty easy to clean). After I got them clean, I applied some wax. Good luck getting yours cleaned up.
