Weights on Rims
Are the weights that are placed on the rims used to balance the rim or balance the tire. In other words, if I replace my tires, can the weights be removed?

They are for the tires on the rims. Both are a factor, you go to use differnt rims/tires you will need to re-balance your tires on the rim.
