No heat

I have an 89 Max SE. The blower works, but the air coming out isn't warm. Here's what I've tried so far: replaced thermostat and replaced heater control valve. When I back flushed the heater core (hooked up a garden hose to the inlet and outlet hoses) some rust colored water and dirt came out, and water flowed freely until clear. With the engine running at normal operating temp (upper radiator hose hot to the touch) both the heater core inlet and outlet hoses are cool, and I can't feel any water flowing through them. Clamping off the inlet hose with pliers seems to raise the level of coolant in the radiator slightly (with the cap off the coolant almost comes up to the top level of the neck). Anything else I should try before replacing the heater core?
