water streaks on the window

water streaks on the window
Everytime it rains or I get a car wash my windows alway have water in the window wells. Everytime I roll down my windows and then roll them back up they always leave water on the glass. It will be dry out and I'll wait hours before rolling my window down, and still water on the glass. Dose this happen to anyone else.

Shouldn't have water anymore if you wait for a day.
