Another SES Question

Two years ago about this time in October, I bought a salvage title 2000 Maxima GXE that had about 15,500 miles on it. The salvage title came about because the car was sitting at a dealership in New Jersey and was involved in a flood where the water was high enough to seep into the car and had to have the carpets washed. How long it was standing in water, I don't know.

Now, the car has about 42,500 miles on it, and the SES light came on. Took it to the mechanic and he diagnosed it as a rear oxygen sensor, catalytic converter problem. Said it was still fine to drive but the emissions will come out a little stronger, resulting in the SES light to come on. I live in Omaha, NE and we currently don't have any emissions law. I read in a previous post that the probably cause is the oxygen sensor, but in my case, since my car was involved in a flood, could it be possible that the catalytic converter be going bad and or rusting out due to the water?
