Rear brake question..(what is this clip thing)

Hey all. I did rotors and pads on all four corners yesterday and today. Had a hell of a time with the rears. All 4 caliper pins were seized in the torque member (had to go to Canadian Tire and have them torch the torque members to get the pins out). Anyhow, when I did the rear pads I noticed this silver clip on the outside pad that fits over the outside of the caliper. It was a PITA trying to get it off the old pad, and I attached it to the new pad first then tried to mount the caliper. There was lots of cursing (and wasted time) as I tried to figure out why the caliper wouldn't mount properly until I remove the clip, mounted the caliper, then reattached the clip. Anyway, I was wondering what the heck this clip is for and if I could have just done away with it. The FSM doesn't show it, neither does my Haynes, but the new pads had a threaded hole for them, so I assumed I needed them.

Thanks.
