can you RE-polish wheels?

one wheel has polish flaking off the lip for some reason. Is there anything I can do to fix it?

If its flaking, then seems more like the plating/paint is peeling off. Polishing is not going to help. It need to be either re-chromed or painted.

If it's the clearcoat, you will probably need to have the whole wheel redone to fix that. If the wheel was polished before the clearcoat was applied, it will start to tarnish before too long.

i was under the impression that that wheels were polished the same way as the intake manifolds are, with some sort of compound thats rubbed on?

When an intake is polished, the finished product, after using the compound and them the polish, both done with a buffer, the result is BARE aluminum. Nothing is on the intake at that point.
