trouble removing inner tail nuts...quick help please

i've swapped out my tail lights more than i care to remember, but have never had this much trouble. the inner most bolts/nuts on the inner ds tail won't come out. i've moved them in both directions because for some reason the other ones seem to be opposite of regular screws. anyways, i've been trying for forever and they're not coming off. who's got suggestions??? thanks

maybe i'll just cut it out cuz it's definately not going anywhere. i tried doing it with pliers, seems like the nut is stripped because it spins but just stays in place.

i hate when simple things that should take 4 minutes take forever and get me mad.

it's raining today, blah.

anyone else have a suggestion or should i just cut it when i get the chance. i can always take the screw from my spare set after i cut it out i guess. it's just mind boggeling as to why it's suddenly doing this. maybe i stripped it last time i put them back in?!
