This should be a last resort. Always try the mildest possible solution first, and then work your way up.
Clay is a good place to start (if the wheels will accomodate this) because it is arguably non-abrasive.
Where can you pick up a clay bar? Would an auto parts store carry em? I've got what looks like a rubber scrape/smear that is on the bumper from a bike tire or something.
By the way though clay bar is the $hit for overspray. When the illegal immigrant painters oversprayed on my car parked next to where they were "painting" that's what the detail shop used to get that crap off.
