Eh, sort of. The egr system is only active during partial throttle, especially cruising. At that time it injects spent exhaust gases into the intake. This results in lower combustion chamber temperatures and a resulting drop in NOX formation. The exhaust gases also replace fuel/air that would otherwise make power, but since it isn't active at WOT, who cares?

On the other hand, if your egr valve won't completely shut because of carbon buildup, then you get exhaust gases going into the intake at all times. This can cause poor idling, driveability and a loss of partial throttle and WOT acceleration.
