I heard that "one step colder" works better with boosted cars rather than unboosted cars.

I haven't heard, but I have used both 1 step and 2 steps colder N/A and noticed no degradation in performance.
I did it because I use nitrous but I wouldn't recommend changing from the standard unless you have a specific reason.
