after quite some time ive finally diagnoes my rotor noise as coming from the shield or whatever it is behind the front rotor. they are actually rubbing the back of the rotor. is this NORMAL. and is it possible to bend or move the shield without removing the wheels/rotors?

 

It is definately not normal for the dust shield to rub on the rotor. Yes you can bend/straighten it so it does not rub without removing anything. Just crawl under the car and bend it back in place.
