Can someone tell me where to find the instructions about rewiring the driving light so I can turn them on and off without the head lights being on? (99 SE-L Auto)

Are you talking about just driving w/ the fogs on? Or being able to have the fogs on w/ the parking lights. I just rewired Jeff's (redpamax007) car yesterday to just have the fog lights come on when ever he turns the ****, ie not having the parking lights on.
