Replacing Rear bumper comes to a sudden stop..

Well I purchased one of those bumper covers from the ebay and figured hey why not give it a try. I know there are some people with fitment issues but Ifigured i would give it a shot. Well I received the bumper and got under neath the car and noticed there was several bolts and then I noticed the brackets that hold the bolts are rusted to ****.

Sooo Moral of this story? Replacing the cover isnt always possible. Looks like Im going to have to replace the whole bumper rather then the cover alone because of rusted brackets..
