does NE1 know if you need highbeams to pass inspection in NJ??

I don't know how laws apply to HID's but inspection shops do check for high beams and you may fail if you don't have them.

you should swap back to stock headlights for inspection

You NEED highbeam for inspection..
actually NJ is pretty tough.. any missing bulb or burned out bulb may cuz you to fail in NJ inspection...

you better swap back to the stock headlights (should be an easy 10min thing) for inspection.
