02 sensor (0707) how to replace?

So i've got the code 0707. It says in my Haynes repair manual:
p0136.....0707....downstream oxygen sensor or circuit fault
I dont know what that means. Whats a circuit fault? anyway, i'm going to just pick up this sensor today and get it over with but i've got some questions
1-where is this located (pictures would be nice)
2-how do i replace it
3-is it before or after the catalytic converter (apparently this determines whether its 50 bucks or 90 bucks at o'reilly auto parts)

also, i read in the stickies that this sensor just "keeps tabs", so will it still improve gas economy or anything? I mean i'd hate to spend money and time on something that doesnt really have an effect, just because the EC light came on.
thanks guys.

You said you have a Haynes manual. Why don't you use it? Your Haynes manual shows precisely where the downstrream 02 sensor is (see section 6-15, picture 12.6c).
It is located at the catalytic converter outlet. Instructions for replacement are provided.

It's at the end of the cat, closest to the muffler. I read recently that this 02 sensor does not affect fuel economy as the other two do. I'm not sure what the downside is to not replacing it or whether or not you can pass emissions without replacing it.
