where is the turn signal relay located under the dash?

Just above your right knee it has a single connector going to it... its tucked away under the dash - closer to the driver as oppposed to the firewall.

is it fairly easily accessible? ill have to remove the plastic trim, and the metal piece?

It's easier if you remove that lower kickplate - but I don't think you have to - depends on how flexible you are
