Oxidized spoilers

My spoiler has become oxidized or something, but theres a distinct difference between the trunk paint and the spoiler paint.

I tried using a clay bar and hand polishing with turtle compound polish and noticed the original paint color coming back on some spots. I quickly quit trying because its very ineffective and took me 30 minutes to clean about 2x3 inches of the spoiler.

Anyone have similar issues with paint that looks dull?

Any suggestions on removing it effectively?

is it a factory spoiler or some other brand?
I'm asking because the paint might be of a poor quality and the only way around it is a repaint.
