what do you mean by un-locked? it needs a sim card and it will work once you set up an account or already have an account. I wouldn't see why it wouldn't work over seas, but I'd assume that there would be more charges for that.

let me know

If he doesn't know if it is unlocked or not, I'd guess that it isn't unlocked. Most phones bought are never unlocked unless you know somebody to unlock it.

The phone has been used and it has not been locked...is your definition of "locked," you press and hold the security button and the phone locks and you need a code to "unlock it?" If that is what you are referring to then it has not been locked, and is currently UNLOCKED

What they mean is that a phone sold by a service provider often "locks" the phone so the phone can only be used by their company's SIM Card. If somebody puts in a SIM Card from a different service provider, the phone will not work unless they put in a correct code. The code can be purchased from the original service provider for $$$, but can be quite expensive. The better way to go is to find a 3rd party store that offers this "unlocking" service for much cheaper than the cell phone service providers.

It depends, i've had 4 phones with T-Mobile and unlocking it was done simply by calling up Customer service. Within 24 hours they text you the code at no charge.

Free bump for a great phone.

FYI, there is temp unlock code on the web that allows you to unlock the phone but you'd have to input it eveytime you turn it off/on.

^ i've never heard of a temp unlock. i get all my unlock codes and its a one time thing. tmobile locks them and its a fairly easy method to unlocking each phone. Some will require cables and boxes and the codes are randomly generated and some are coded thru IEMI numbers.

your phone is LOCKED to tmobile. Judging from the fact that you have NO idea what a locked and unlocked phone is. Ebay normally sells you unlock coded for $10-25 instantly emailed.

No, my sister just bought it for her work and later on she had no more use for it, which is why she is getting rid of it. PM me if you have any more questions.
