Torqe specification interpretation from Haynes manual

I was looking at the Torque specs for the valve cover bolts for my 96 Max in my Haynes manual. I don't have it in front of me at the moment, but I believe it said something like 9 - 26 in-lbs. That seems like quite a wide range to me. I thought it would just say 22 in-lbs, for example. Why such a wide range, or am I misinterpreting the Torque chart?

I just did my front valve cover 2 days ago, just get them tight and it won't leak. Almost everything is like that, with a torque range. No clue why.

mostly because torque wrenches are only accurate within a few in/lbs or ft/lbs. The last one that I bought was out 4ft/lbs at 80 lbs/square inch.
