Electric trouble, I think! HELP!

I'll be going along, all of a sudden, the volts gage peaks, and the engine starts to splutter and choke, huge power loss...I have to pull over, put ot in nutral,(it never stalls, runs fine at idle),wait 30 seconds to one minute aqnd the volts drop to normal, and I can go again.
It very unpredictable. It went 3 weeks with out doing it, but it did it 4 times on the way to work today.
I think it blew the two new headlights I put in as well.
Any ideas?

More info

I found out today, that if I move that little white switch located on the left side of the fuse panel(inside) to the other position, leave it there for about 5 seconds and move it back the problem has stopped.
What is the function of the white switch?

update

Forget the white switch, today it did nothing, still sputtered after moving it over and back. Had to pull over and wait.

The white switch on my car seems to be for prolong storage (it turns off the interior lights, map lights etc.) im not sure about your problem - possible too small of a fuse where a bigger fuse should be (5 instead of 15) or a short would be my first guess.

agreed

possibly a wrong fuse in there.. or maybe a bad relay. Only experience of my volt gauge peaking and going crazy was my negative connector on my battery had managed to come loose and was bouncing on and off the battery as I went down the road... didn't cause any trouble tho, because the alternator takes care of the electricity while driving.. might want to check out your alternator if the fuses and relays are all correct and working.

If you have an automatic tranny, you could try replacing the neutral safety switch. If working correctly it keeps you from starting the engine while in gear. If not, it could cause the symptoms you describe.
