Did you make any changes to your car? I remember I had a whining sound from my car when I put on some old rims that had tires worn in on another car. The tires was worn to a different alignment than on my car so made a whining sound. Just a thought.

have you checked your brake pads? worn pads will cause a whine.

I doubt it has anything to do with your brakes, unless your brakes are dragging or something with your handbrake. Did you just start hearing the noise after the rims? Bigger rims with low profile tire do produce a little bit more road noise than stock. Old tires that are cupped also produces a whining noise.
