In the car Im looking at the cig lighter doesnt work and the heated seat buttons dont light up, and Im not even sure the seats themself heat up? Could it be a fuse?

I don't think so. THe lights for the heated seats usually go out. You can either replace the switch or just change out the bulbs.
Horn, Cig. lighter, clock are on the same fuse. I would bet that the connector is loose or the lighter is just burned out.
Heated seats are on a different fuse. I just checked with my Factory Service Manual.
