Few questions about boring to a 3.5L

How hard is this and how much would it cost to do? The reason I am bringing this up is I am reading "How to build Chevrolet Small Block V-8 race engines" and these guys show instructions on how to do the boring for larger displacements. Could you take the car to the machining shop to have it done? I don't plan on having it done but I was just wondering. What other mods and how much will the total cost be to do this?
About gear ratios, is there anyway to change these? Why isn't there an aftermarket for this? How much if it was out. I don't really ever drive 145 mph so I would rather have shorter gearing for acceleration

What? I don't get it. I wanted to know because I keep hearing about how these Preludes are so fast at higher speeds because they had such close gearing. Well, I know this must be nearly impossible because I haven't read any questions about it before, but still. How could it be done and how much plus the additional mods?
