important question about shocks, especially tokico

hey people i found a problem with the tokico shocks....
my friend told me the if you press the shocks and they bounce back slower, then it means that it is stiffer....
if that is true, my tokico's bounce back fast than the stock shocks....
doesnt anyone with tokoco's experience this problem too???
thanx for any advice
