Rocker panel rusting from the inside

Rocker panel rusting from the inside

This is my first Maxima I purchased back in 02. In the summer of 05 I gutted it and used it for the drag strip. Towards the end of that year it was parked and hasn't been driven since. The car had no rust on it then that I could see.

I was just getting ready to reassemble the car for a DD and while looking the car over I noticed bubbling paint in the rocker. I was able to make the hole that the pics show. Based on further inspection it looks as if the rocker started rusting from the inside.

I looked at another shell I have that has no rust visible anywhere on the outside of the rocker. If I look through the holes for the door sills I can see rust forming on the inside of the rocker though. I want to prevent the rust from spreading on this shell. Anybody have an ideas? I was thinking of just pouring some POR15 into the holes for the door sills and hoping for the best.
