The ignition chip appears to have fried.
I'm going to purchase a new chip and have it professionally installed and try this sale again.
Unfortunately, that is going to cost me extra, so after testing I'll repost this for sale, but it won't be as low as a price for obvious reasons.
Still a very fair price though, I'm sure compared to what others are charging.
I'll keep this thread updated.

Ok, the org'er that was supposed to help me out on the pro soldering of the ignition chip has fell off the face of the earth as far as I can tell.
I've been told that HDTV repair shops can do this type of chip swap out easily, but I have yet to find one locally.
I'm going to go ahead and post this up AS IS with two ignition chips and the universal harness for $220 shipped including Paypal fees.
This is a model "B" EMU and they are known for this chip failure, although it is unconfirmed at this point that is the exact problem.
It has been tested as far as powering it up, loading a map, and trying to start, with no start.
