My bad. I posted from the app and it kept closing before I could add more to my post. There is a noise that sounds like a rewinding CD or a hum that happens whenever the gas is lightly pressed to maintain speed at 60MPH. If I go 60 with OD off the noise does not happen. It is only between 2-3k rpms.

Any thoughts on what it could be?
